Step 1
Enroll in a Texas DPS-approved online LTC course provider. https://handgunlicense.com/ref/180
These cover required topics like Texas laws on weapons/deadly force, handgun safety
(including open carry), non-violent dispute resolution, and safe storage.
The course is typically 4 hours, self-paced, with a final exam
(usually 25 questions, 70–80% to pass, multiple attempts allowed).
(Classroom can be requested upon request price and location may vary).
Upon passing, you'll immediately (or within 1–2 days) receive your official LTC-104
certificate
This is proof of classroom completion and is valid for 2 years
Step 3
Apply Online with Texas DPS
Go to the official application portal:
https://txapps.texas.gov/txapp/txdps/ltc
Fill out the application (LTC-78A), pay the fee (~$40 for original, discounts for military/
veterans/seniors), and upload/submit:
• Completed & signed LTC-104 certificate
• Any other required documents (e.g., proof of residency)
• You can apply before or after training,
but complete everything within timelines (e.g., fingerprints within 90 days).
Step 2
Complete the In-Person Shooting Proficiency Demonstration
Take your LTC-104 certificate of the day of the shooting proficiency for 1–2 hours of
range instruction + live-fire qualification.
You must shoot a specific course of fire (usually 50 rounds at various distances, hitting
targets with at least 175/250 score).
Bring your own handgun and ammo of 100 round
(Can provide rentals for extra fee location may vary)
Step 4
Get Fingerprinted
After applying, DPS will email instructions to schedule fingerprinting at an IdentoGO
location (common in Texas).
This is required for the background check.
Step 5
Wait for Processing & Receive Your LTC
DPS typically processes within 60 days.
Your LTC card will arrive by mail — it allows both open and concealed carry in Texas,
plus reciprocity in many other states
